A class of models of multi-particle scattering and production amplitudes is constructed for which the S-matrix is exactly unitary at high energies. Two specific models are studied in detail. One leads to a constant total cross-section, the other to a logarithmically increasing one. Particle production in inclusive and exclusive experiments is considered for both models.
